Sandhu named Delhi LG in major reshuffle

President Droupadi Murmu approved sweeping gubernatorial changes across several states and Union Territories on Thursday evening, appointing former diplomat Taranjit Singh Sandhu as the new lieutenant governor of Delhi and transferring R. N. Ravi from Tamil Nadu to serve as governor of West Bengal amid a wider administrative reshuffle across nine regions.

The appointments were announced through a communiqué from Rashtrapati Bhavan and come at a politically sensitive moment, with assembly elections approaching in key states including West Bengal and Tamil Nadu. The reshuffle also follows the resignation of West Bengal governor C. V. Ananda Bose earlier in the day, creating an immediate vacancy that Ravi has now been tasked to fill.

Sandhu, a veteran of the Indian Foreign Service with more than three decades of diplomatic experience, replaces Vinai Kumar Saxena as Delhi’s lieutenant governor. Saxena has been reassigned to Ladakh as part of the administrative reconfiguration. The move places a former ambassador with extensive international experience in charge of the constitutional office overseeing governance in the National Capital Territory, where relations between the lieutenant governor and the elected government have frequently drawn political attention.

Born in 1963, Sandhu built a long career in diplomacy before moving into electoral politics. His most prominent assignment came when he served as ambassador to the United States between 2020 and 2024, a period marked by expanding strategic and economic ties between Washington and New Delhi. Earlier postings included serving as high commissioner to Sri Lanka and holding several positions within the Ministry of External Affairs.

The transition from diplomacy to constitutional administration marks a significant shift for Sandhu. Analysts say his experience handling complex political relationships abroad may influence how the office interacts with Delhi’s elected government and the central administration, particularly given the unique governance structure of the capital.

Ravi’s transfer to West Bengal represents another consequential decision in the reshuffle. A former police officer who later served in intelligence and security roles, Ravi had been governor of Tamil Nadu, where his tenure was frequently marked by friction with the state’s ruling leadership. His disagreements with the government led by Chief Minister M. K. Stalin included disputes over legislative bills and the governor’s conduct during the state assembly’s address session.

The shift to West Bengal places Ravi in a state where the relationship between the governor and the government has also been politically charged. The office in Kolkata has seen a series of confrontations between the Raj Bhavan and Chief Minister Mamata Banerjee’s administration over administrative authority and political messaging.

Banerjee reacted sharply to the leadership change following Bose’s resignation, questioning the circumstances surrounding the transition and suggesting political motives behind the timing. The state is preparing for assembly elections, and the appointment has already become a point of debate between the ruling Trinamool Congress and the Bharatiya Janata Party.

The reshuffle also involves other constitutional posts. Retired lieutenant general Syed Ata Hasnain has been appointed governor of Bihar, while Kavinder Gupta has taken charge as governor of Himachal Pradesh after stepping down as lieutenant governor of Ladakh. These changes form part of a broader recalibration of Raj Bhavan leadership across multiple regions.

Such reshuffles are periodically undertaken by the Union government to reposition governors and lieutenant governors, who are appointed by the President and hold office at the President’s pleasure under the Constitution. Although the roles are largely ceremonial in many states, governors can exercise significant discretion in areas such as recommending President’s rule, handling legislative bills, and overseeing constitutional processes.

The timing of the current round of appointments has drawn particular scrutiny due to the electoral calendar. West Bengal and Tamil Nadu both carry considerable political significance, and the selection of governors in these states often influences administrative dynamics between the central government and regional leadership.

Political observers note that the movement of Ravi from Tamil Nadu, where his tenure was marked by confrontation with the Dravida Munnetra Kazhagam government, could ease tensions in Chennai while opening a new chapter in Kolkata. Meanwhile, Sandhu’s arrival in Delhi introduces a figure known primarily for diplomatic negotiations rather than domestic political disputes.

Sandhu’s career trajectory reflects the increasing practice of appointing retired diplomats and civil servants to gubernatorial roles. Over the past decade, several former bureaucrats and military officers have been assigned to Raj Bhavans, reflecting a preference for individuals with administrative and strategic experience.

Delhi’s lieutenant governor holds an especially influential position compared with governors of full-fledged states. The office plays a direct role in governance alongside the elected government due to the Union Territory’s constitutional framework, which divides authority between the centre and the local administration. Decisions involving law and order, land, and several administrative matters fall within the lieutenant governor’s purview.
