Water killing puts Dehradun village on edge

Dehradun’s Bairagiwala village remained under heavy security after a 44-year-old local BJP functionary was killed and three members of his family were injured in an attack allegedly linked to a dispute over irrigation water.

Police identified the victim as Vinod Kumar, who lived in the village under Sahaspur police station limits. The violence broke out on Saturday between 6 pm and 6.30 pm after an argument between Kumar’s family and their neighbour, Imtiaz, over the release of water to agricultural fields. The dispute, described by investigators as longstanding, had led to heated exchanges over the previous two to three days before it escalated into a fatal assault.

Kumar, his brothers Ashok and Rajesh, and sister-in-law Sushma were taken to Lehman Hospital after villagers intervened. Kumar was declared dead during treatment. The three injured relatives were admitted with serious injuries, with Ashok later filing the complaint that became the basis of the murder case.

The complaint alleges that a group of more than 40 people, some armed with lathis, wooden planks, hammers and shovels, entered Kumar’s house and attacked the family. Police have registered a case under provisions of the Bharatiya Nyaya Sanhita covering murder, attempt to murder, rioting and joint liability. Twelve people have been named in the FIR, along with 30 to 40 unidentified persons. The named accused are Razzaq, Imtiaz, Aman, Yunus, Shahbaz, Sharafat Ali, Masoom, Adil, Shamoon, Salman, Javed and Intezar.

Senior Superintendent of Police Pramendra Singh Dobal said teams were formed after the attack and raids led to the arrest of four accused — Razzaq, Salman, Javed and Shahbaz — all residents of Bairagiwala. He said efforts were continuing to trace the remaining accused and additional personnel had been sent to the area after crowds turned unruly in parts of the village.

The killing quickly moved beyond a local agrarian dispute and triggered communal tension. Residents and groups from the majority community gathered in the area on Sunday, blocked the Dehradun-Herbertpur road and demanded stern action. Some protesters called for the accused to be killed in an “encounter” and for their houses to be demolished. Police said videos of communally charged speeches were being examined, while the immediate priority was to prevent further violence.

The protests turned violent when members of a mob allegedly pelted stones, vandalised property and set fire to the house of one of the accused. Police used force to disperse parts of the crowd after demonstrators tried to move towards the accused’s property. The road blockade lasted more than three hours before the administration and police persuaded protesters to clear the carriageway and restore traffic movement.

Authorities also carried out demolition action against alleged illegal structures linked to an accused. Officials first razed a shop and boundary wall, and later demolished a house amid a large security presence. The bulldozer action, a politically charged measure that has drawn legal and civil liberties scrutiny in several states, added another layer to the law-and-order challenge as officials sought to balance demands for swift punishment with the need to maintain communal peace.

Provincial Armed Constabulary personnel were stationed in the village from Saturday night, while additional police units from nearby stations, officers from multiple circles and senior district officials were deployed. Indo-Tibetan Border Police personnel and Dehradun Police also conducted a flag march in the Vikasnagar area to signal control and deter retaliatory violence. Internet services were suspended in the affected area as authorities moved to limit rumours and inflammatory mobilisation on social media.

Chief Minister Pushkar Singh Dhami condemned the killing and warned that those trying to disturb peace and social harmony would face strict action. His remarks reflected the political sensitivity of the case, with the victim identified by party leaders as a dedicated BJP worker. Vikasnagar MLA Munna Singh Chauhan visited the village, assured residents that the accused would not be spared and appealed for calm while asking people to trust the investigation.
