The National Green Tribunal (NGT) is addressing a petition to enforce a ban on firecracker use across seven cities in Odisha. Filed in the tribunal’s Eastern Zone Bench in Kolkata, the plea pushes for stringent adherence to pollution control measures during the festive season, as these urban areas frequently register hazardous levels of air pollution. The NGT, known for its proactive stance on environmental conservation, is being urged to implement the existing directives issued by the Supreme Court to curb air pollution from firecrackers.
The petition emphasizes the increasing air quality concerns in Bhubaneswar, Cuttack, Rourkela, Berhampur, Balasore, Sambalpur, and Angul, attributing seasonal surges in pollution levels to heightened use of firecrackers. The plea seeks the enforcement of previous mandates, such as restricted time slots for cracker use and a ban on certain toxic compounds in fireworks, which contribute to substantial health risks, particularly among children, the elderly, and those with respiratory issues.
Odisha, in 2021, saw the state pollution control board issue a ban on firecrackers in response to the COVID-19 pandemic to alleviate respiratory complications. However, enforcement challenges have persisted, with reports indicating that many continue to defy the directives. According to government data, while a decrease in public firecracker displays was noted, private use remains widespread and hard to monitor effectively.
The plea argues that the continuous non-compliance not only affects the health of vulnerable populations but also exacerbates environmental damage. With the NGT’s intervention, petitioners hope that stricter enforcement mechanisms, possibly involving local law enforcement and civic bodies, will be instituted to monitor and penalize violations. This action aligns with broader national efforts to mitigate air pollution, following similar rulings in Delhi, Mumbai, and other metropolitan areas.
In 2018, the Supreme Court imposed specific restrictions on firecracker use, including designated times for Diwali and other festivals, to balance cultural celebrations with environmental and health considerations. Yet, implementing these measures remains a challenge due to limited manpower, logistical hurdles, and public resistance. The petition highlights the pressing need for government support in resource allocation, monitoring technologies, and public awareness initiatives.
